Jaroslav Pelikán studied flute at the Prague Conservatory with Jan Riedlbauch and composition with Jindřich Feld. He continued his studies at the Academy of Performing Arts in Prague: flute with František Čech and Jiří Válek; composition with Václav Riedlbauch and Juraj Filas. In the years 1992—1993, he worked as a freelance musician in Brazil. Since 1996, he has been the principal flautist of the orchestra of the National Theater in Prague. As a soloist, he appears with many orchestras in the Czech Republic and abroad. In 2007, he was invited as a teacher to attend master classes organized by the Federal University in Brazil.

As a composer, he mainly creates instrumental music. Worthy of note are his concertos for oboe (performed, among other places, in Tokyo in the presence of a Japanese princess), flute, guitar, and double bass (commissioned for the International Prague Spring Music Competition in 2002), Wind Quintet, Stabat Mater, Symphony in B flat major, Bethlehem Mass, etc. For the oboe category of the Prague Spring Music Competition in 2008, he composed Sonatina.

The concert within the S series of the PKF—Prague Philharmonia will feature his chamber music, performed by him as a guest.
